As part of the INCITE-DEM project, an EU-funded research initiative focused on strengthening democracy through citizen participation, we have published Policy Synthesis #3: Moving democratic innovations from the margins to the mainstream.
This policy synthesis examines one of the key challenges facing democratic innovation in Europe today: while participatory and deliberative processes have multiplied in recent years, many remain temporary, project-based or disconnected from formal decision-making, limiting their long-term impact.
Drawing on evidence from Democracy Labs, participatory processes and case studies across Europe, the document analyses why promising democratic innovations often struggle to scale or become institutionalised. It highlights how a lack of permanent infrastructure, clear mandates, political commitment and sustained resources frequently prevents these initiatives from moving beyond experimentation.
Rather than calling for more participation initiatives, the synthesis argues for better-designed and better-embedded participation, capable of influencing policy processes and becoming a stable component of democratic governance.
Key recommendations
The policy synthesis outlines a set of practical pathways to integrate democratic innovations more structurally into existing governance systems, including:
-
Establishing clear institutional mandates and long-term frameworks for participatory and deliberative processes
-
Moving from pilot projects to permanent democratic infrastructure supported by stable resources
-
Strengthening the links between citizen participation and political decision-making
-
Embedding accountability, monitoring and evaluation mechanisms to ensure continuity and impact
-
Supporting public administrations with the capacities and skills needed to manage participatory processes over time
By addressing these structural conditions, the brief argues that democratic innovations can move from isolated experiments to durable practices that strengthen trust, legitimacy and democratic quality across Europe.
