After an intense debate and a close vote, the Plenary of the Spanish Congress has approved the Sustainable Mobility Law, a key step towards the decarbonization of transport in Spain and the creation of a fairer, more efficient, and more inclusive mobility system.
The approval of the text in the Lower House will now allow its passage to the Senate, moving forward towards the entry into force of the first national sustainable mobility law, an essential regulation to reduce the impact of the most polluting sector of the Spanish economy.
The 15 civil society organizations that make up the coalition —including eco-union— welcome the support of the parliamentary groups that made this approval possible and highlight the joint work carried out since 2022 to improve the text in environmental and social terms.
Among the main achievements of the legislative process are:
-
The commitment to achieve climate neutrality in transport by 2050, marking the first time that full decarbonization targets are applied to a specific sector.
-
The recognition of multimodality, energy efficiency, social justice, and inclusiveness as guiding principles of the mobility system.
-
The requirement for companies with more than 200 employees to develop sustainable commuting plans. Initially, the draft law only applied to companies with over 500 employees.
-
The obligation to develop a national strategy against Transport Poverty, and the inclusion of its definition.
-
The revision of the DGT environmental labelling system to include vehicles’ real CO₂ emissions.
-
The removal of liquefied natural gas (LNG) —a fossil fuel— as a priority maritime transport fuel.
-
The promotion of eliminating domestic flights with rail alternatives of up to 2.5 hours.
-
The recovery of night trains and rail connections with other EU countries.
-
The development of a national strategy to promote cycling.
-
The promotion of children’s mobility in urban planning.
